The City of Rijeka has published a call to select managers for buildings in which it holds more than 50% of the co-ownership shares, or more than 50% of the total value-based floor area where shares have not been determined. An applicant may apply for one, several or all buildings on the published list. The submission deadline is 4 p.m. on 8 October 2026.
A legal or natural person registered for property management may apply if they meet the requirements of the Building Management and Maintenance Act. The call requires at least one year of experience managing at least one building, suitable professional staff or business and technical cooperation, settled public charges and obligations to the City, and an unblocked account. The requested certificates, extracts and statements must be submitted as originals or certified copies and, under the call, must be less than 30 days old on the date of publication.
The offered management fee, stated in euros per square metre per month excluding VAT, is the principal selection criterion and carries up to 90 of the available 100 points. The remaining 10 points depend on the age of the building. If two applications for the same building receive an equal score, the application received first has priority.
Before concluding the agreement, the selected manager must provide a bank guarantee or cash deposit for each building covering the full three-year management fee including VAT. The agreement may be concluded for up to three years. This requirement can materially affect the bid price and required liquidity, and should be included in the calculation before applying.
