The City of Rijeka has opened a public consultation on amendments to the decision governing the use of public areas and City-owned property for terraces, kiosks, advertising, temporary structures and other equipment. The official page states that the consultation closes on 2 October 2026.
The draft would allow certain temporary uses of public areas for up to 15 days per month. Restaurant terraces could continue to be authorised for up to one year, with a clearer link to an operating hospitality establishment. A separate category of kiosks owned by the City would also be introduced.
A wider range of temporary structures, advertising items and equipment could be approved for sporting, cultural, technical, activist and humanitarian events, subject to prior consent from the competent City planning authority. For Christmas events, the City would bear the infrastructure connection cost while the user would pay for actual consumption.
The document remains a draft under consultation. The official page currently states the 2 October deadline while also displaying a message that the form is closed, so the active submission channel should be confirmed with the City before filing a comment.
