On 24 September, Rijeka City Council adopted amendments to the Maritime Domain Management Plan for 2024–2028. The plan governs maintenance and construction on maritime domain, permits for activities and supervision of permit holders. The official publication and the provision on entry into force will determine when the amendments begin to apply.

The plan now includes reconstruction of the junction between Demetrova Street and Senjsko pristanište Street, with access to the future Porto Baroš marina, estimated at EUR 120,000. According to the explanation accompanying the adopted proposal, the investor ACI-GITONE will assume responsibility for project documentation, permits, construction works, the use permit, geodetic and cadastral procedures, and the costs of resolving property-rights matters. The plan also updates two larger coastal projects: development of the Preluk recreational area and reconstruction of part of the Milić Jardas Promenade.

Businesses should also note a procedural change concerning a specific category of permits. Applications for temporary or occasional activities lasting up to 20 days and held once in a calendar year — such as commercial, cultural or sporting events — would be decided by the Mayor instead of the City Council. Regular commercial activities remain subject to planned locations, public tender procedures and the conditions of the individual permit decision.

The amendments should therefore be read in relation to the specific location and intended activity. Inclusion of a project or location in the plan does not replace the permits, tender, agreement or other approvals required to carry it out.
