At a working meeting on 21 September, Primorje-Gorski Kotar County and the Ministry of the Sea, Transport and Infrastructure identified the Breza bypass in the Municipality of Klana and traffic solutions between Viškovo and Kastav as important county-road projects. The County also announced that annual investment in county roads is expected to exceed EUR 10 million.

This type of announcement establishes a development priority, while the specific effect on property becomes clear only from later documents. The spatial plan and corridor, project documentation, required permits and geodetic definition of the affected plots are particularly important. At the relevant stage, land purchase and, where the statutory conditions are met, expropriation with compensation may follow.

A landowner in a potential corridor should monitor official notices from the relevant municipality or city, the County and the road authority, and check the scope by cadastral plot number. It is useful to align the land-register and cadastral records, collect ownership documents and record existing buildings, crops and current land use.

The Breza bypass and the Viškovo–Kastav connection have so far been identified publicly as investment priorities. The start of land purchase or expropriation can be confirmed only when the competent authorities publish a specific route and initiate the relevant procedures.
