On 1 October 2026, Primorje-Gorski Kotar County published an environmental report and information on a request to screen the need for an environmental impact assessment for the development and infrastructure works in the Kargač Business Zone in Novi Vinodolski.

At this stage, the competent authority determines whether the project requires a full environmental impact assessment and which environmental conditions must be considered. Its decision on the further scope of the procedure will follow.

Development of the business zone may raise several legal and practical issues, including connections to transport and utility infrastructure, permitted activities, building conditions, environmental measures and ownership relations within the planned area.
