The Prefect of Istria County has announced a decision to initiate preparation of a new county spatial plan during 2026, with amendments to the existing plan envisaged during 2027. At present this is an announcement; the plans currently in force remain relevant to individual plots.

For landowners and investors, this is a good time to prepare. Compare the cadastral plot with the current county and local plans, and identify the development interest or restriction that should be considered. The county plan sets the broader spatial framework, while the building possibilities for a particular plot must also be read in the local plan. Once the decision to prepare the new plan is adopted, its objectives and scope will be known.

The next important stage is the public consultation on the draft plan. Anyone may participate; notices can be followed on the County's and Ministry's websites and through ePlanovi. The draft of a new plan is open for public inspection for 30 days, while the inspection period for draft amendments to an existing plan is 15 to 30 days. The notice will specify the deadline for comments. A useful comment identifies the land, the proposed planning solution and the reason for requesting a change. The subsequent report will show how comments were considered.
