On 17 September, the Croatian Parliament concluded the second-reading debate on the final bill amending the Crafts Act. One of the principal changes is a family craft business, in which members of the family household could help the proprietor without entering into an employment relationship. The purpose is to facilitate everyday family involvement and continuation of a family craft tradition.

The bill would also simplify continuation after the proprietor's death. A temporary manager could operate the craft until the probate proceedings are completed without meeting the special requirement for professional education, training or a master craftsman examination. An heir with the appropriate secondary vocational education could continue a tied craft for which a master craftsman examination is required, provided that the examination is passed within three years after registration of the transfer.

The text also recognises the proprietor's right to continue the registered activity after becoming entitled to an old-age pension without suspension of pension payments, subject to pension legislation. It further proposes reducing the monthly unified chamber contribution from 2% to 1.5% of the basic personal allowance.

The bill has completed its second reading, while the result of the vote has not yet been published on the parliamentary case page. The enacted text, its entry into force and the applicable Craft Register and pension rules will determine the practical effect.
